Nigeria Importation GuideLines- Risk assessment Report
What is RAR:
(Risk Assessment Report): This is one of shipping documents that is required by Nigeria customs in Assessing nature of what you're importing into Nigeria. This document also helps customs in determining and assessing import conformity, duty/levy payable to Nigeria Government revenue purse through Nigeria customs service (being government revenue generator).
Who Issue Risk Assessment Report (RAR)?

their energy towards “high Risk” ones.
How can I get Risk Assessment Report (RAR)?
Step1. The manufacturer/
or supplier will issue proforma invoice to importer/Shipper.
Step2. Importer/ Shipper
take the proforma invoice with marine insurance to his bank.

Step4.
importer/Shipper/forwarder then send out Final Invoice, Copy of bill of Lading
with other document (depending on nature of goods) to importer who in return forward
those documents to Cotecna / or global scan system (depending on means of
Shipping- Cotecna for Ocean, and Global Scan for Air)
Final Stage: Cotecna / or
Global Scan System after verification of document presented, and satisfied,
then issue RAR (Risk Assessment Report)
RAR is required for clearance of goods into Nigeria, especially containerized
goods, equipment, machinery, Heavy duty, Raw materials, and other under similar
category. Exempted could be personal effects, RORO cars, etc.
Note1: Cargo can move once form M is
approved in first instance.
Note2: Freight broker/ clearing agent
can handle the whole process in proxy and in form of value added service
(though on fee)
